Leaders of a Middle Eastern development company that purchased about 1,300 acres of land near Santee seven years ago for a mega industrial park met this week with Orangeburg County and S.C. Department of Transportation officials to finalize paperwork for the development of the Interstate 95-U.S. 301 interchange.

Jafza South Carolina LLC still plans to develop the acreage for an industrial and commercial development park, and company officials say the upgrade of the interchange is a key component to the project moving forward.

“Backed by Jafza’s experience in developing and managing industrial and logistics zones and the state’s commitment towards improved multimodal connectivity through ports, road and rail, we have a very positive project evolving in Santee,” said Salama Hareb, group CEO of Jafza and Economic Zones World, during a visit with Orangeburg County officials.

Santee’s Jafza Development Gets Boost

A $12.1 million federal grant will boost Orangeburg County’s development efforts by providing needed road work in Santee, according to Sixth District Congressman James E. Clyburn.

Clyburn announced Monday the county has received a $12.1 million U.S. Department of Transportation TIGER grant to create a southbound access ramp from U.S. Highway 301 to Interstate 95.

The project will also extend Highway 301 from the interchange to the site of the Jafza intermodal distribution center.

“Today’s TIGER grant is an early Christmas present for the State of South Carolina,” Clyburn said in a release. “This project will make a Continental Tire or Boeing aircraft-type project possible for Orangeburg County and the I-95 corridor.” Clyburn previously secured $10.3 million for the work. South Carolina is providing $3 million and Orangeburg County has secured $1 million.

First Project Completed at Jafza Logistics Park in Santee

The flagship facility of the 1,300 logistics and distribution parks under construction in Orangeburg County has been completed, said the design-build firm overseeing the building.

Miller-Valentine Group, the firm that recently completed the construction of the new 16,000 square feet Santee Enterprise Center for Jafza USA, said the opening marks the start of overall development for the park.

Jafza International, which is based in Dubai, bought land for the logistics park in 2007, which the company said would offer 4 million square feet of warehouse and distribution space and would be a hub for storage, processing and transportation of goods shipped through the Port of Charleston.

Preliminary work is under way on a 16,000-square-foot building at Jafza South Carolina LLC’s 1,322-acre park near Santee.

Jafza plans to develop a logistics, manufacturing and distribution park at the site.

Phase 1 of the Jafza park consists of 47 acres on the west side of Interstate 95, next to the Santee Town Hall, and 76 acres on the east side of I-95, behind the Santee Outlet Mall.

To help create a “flagship building” for the project, Orangeburg County and Tri-County Electric Cooperative worked together to get Jafza a no-interest federal loan for the construction of the “Jafza Enterprise Center” on five acres bordering I-95.

As many as three tenants are expected to occupy the building, Drue Fitzgerald, Jafza USA business manager, said Thursday.

As Jafza South Carolina LLC plans for the construction of a new building at its 1,322-acre park in Santee, officials say they’re also preparing for bigger things to come.

Senior Vice President Clint Murphy says there’s been considerable interest in the company’s plans for a logistics, manufacturing and distribution park at the site.

“We have written numerous proposals for tenants to locate in our Phase 1,” he said. “Several of these proposals are still active and we remain optimistic that we can sign an agreement in 2011.”

Murphy said assuming an agreement is signed in 2011, a manufacturing facility typically takes a year to plan and construct.

Construction of a training building near Interstate 95 is one step closer to fruition thanks to agreements between Orangeburg County and several entities.

There were no comments during a public hearing Monday on an ordinance authorizing a deed-lease agreement between the county and Jafza South Carolina, LLC. Orangeburg County Administrator Bill Clark said second reading will take during a special called council meeting, which could be held Aug. 23.

Stephen McCrae Jr., Jafza’s attorney, said the company will deed five acres to the county for the development of the structure.

“At the same time, the county will lease that land back to Jafza with the responsibility on our part to construct a facility called The Training Center,” McCrae said. “The funding for the construction will be through Tri-County Electric Cooperative. It has some funds from Rural Economic Development Land Grant and other funding.

Although the project hasn’t been as visible as it was in the past, Jafza America says its plans to build a large logistics park in Santee are still alive and well.

“We have always said the Santee project is market driven and we firmly believe it will be successful,” Jafza spokeswoman Tara Robertson said. “The first quarter of 2010 has passed and the global economic crisis is not over, which has obvious implications on the entire market’s original plans.”

Robertson says about 125 acres have been cleared as part of Phase 1 of the project. It includes about four plots, which total about 385 acres of the 1,322 acres of Jafza Magna Park-Santee.

The developer of the 1,300-acre Global Logistics Triangle project near Santee said Monday that it was not authorized to speak to the financial troubles of its heavily indebted parent company, Dubai World.

“The only comment we’re giving out … is the fact that we cannot comment at this time and until we’re given more information by Dubai,” said Tara Robertson, spokeswoman for Charleston-based Jafza South Carolina LLC. “We will share information as soon as it becomes available to us.”

Dubai World rocked global financial markets last week when it said it was seeking to postpone payments on some $60 billion in debt.

Jafza International has retooled its Phase 1 development plan for the massive logistics and warehousing complex the company has proposed for rural Santee.

Jafza is currently marketing four separate parcels of land on the outskirts of its 1,300-acre property. The plots highlighted in yellow on this map are available immediately for light manufacturing, warehousing and logistics space.

With Jafza South Carolina LLC still bullish on its plans to build a logistics, manufacturing and distribution park near Santee, U.S. Army Corps of Engineers officials say the company has done a good job minimizing the project’s environmental impact.

“They have been pretty aggressive in gathering the information they have needed to move forward,” said Nathaniel Ball, project manager in the Corps’ regulatory division. “They have done a great job in terms of looking at the wetlands.”

Massive housing, business developments, industrial hub should electrify rural area

Two new developments planned for Santee and Lake Marion would add thousands of homes and businesses to this rural slice of South Carolina that suffers from high unemployment.

The developments aim to capitalize on the region’s growing popularity among retirees who want to live near golf courses and lakes. And, the developers will benefit from a massive industrial hub planned for the southeast tip of Orangeburg County.

Cantey Bay Plantation would transform 3,800 acres into a residential community with thousands of homes and commercial development along Lake Marion and I-95 in Clarendon County.

“It’s really a new town we’re proposing to construct here,” said Kevin O’Neill, vice president of Beach Development of Charleston, the project developer.

And, the Santee Town Center project would develop 75 acres in Santee with more than 400 homes. The town, population 750, has been little more than a crossroads without a “Main Street.”

“With all of this happening around Santee the time has come to build a downtown,” said Ron Nester, a Santee real estate lawyer who is working with a local group of investors.
