Residents wary of runaway residential growth are starting to speak up, and elected officials appear to be listening.

Despite the Great Recession, which put the brakes on homebuilding for a couple of years starting in 2008, developers have again mashed the accelerator. Since 2012, building permit requests have soared to near prerecession levels. In the town of Fort Mill alone, approximately 200 new homes a year are built, with thousands more either in construction or planning stages. Additionally, in the part of Fort Mill under York County jurisdiction and the city of Tega Cay, thousands more are coming.

But residents are saying “enough,” angered over construction’s impact on local roads and schools.

Rock Hill Golf Course to be Sold Today

Waterford Golf Club, one of two public 18-hole courses in Rock Hill, is scheduled to be sold Monday at a foreclosure sale.

Waterford – located along the Catawba River in the Waterford Business Park off Dave Lyle Boulevard – is the last of five Carolina Trail courses once owned by Jeff Silverstein to be sold at foreclosure.

Those courses ran into financial and other troubles under Silverstein, who announced last year that the courses were headed into foreclosure.

The other four courses are in North Carolina – Birkdale Golf Club in Huntersville, Highland Creek Golf Club in Charlotte, The Divide Golf Club in Matthews, and The Tradition Golf Club in Charlotte, which is owned by Mecklenburg County but was leased by Carolina Trail.

The lien holder, the Romspen Mortgage Investment Fund of Toronto, has taken possession of the courses and hired Traditional Golf Properties of Virginia to manage them.

  • Casual Cushion has purchased 181,500 square feet at 500 Linkwood Road in Rock Hill, SC from Silagi Development. JLL represented the buyer.
  • Rack Room Shoes has sold 120,000 square feet at 175 Circle M Drive in Salisbury, NC to First Industrial, B&L, LLC. JLL represented the seller.
  • Deli Management has leased 104,112 square feet at 11519 Nations Ford Road in Charlotte, NC. JLL represented the landlord, Invesco.
  • CEVA has renewed its lease of 96,180 square feet in the Charlotte Distribution Center at 1816 WestPointe Drive, Charlotte, NC. JLL represented the landlord, Prologis.
  • F Schumacher has leased 72,500 square feet in Catawba Distribution Center at 1966 West Highway 160, Fort Mill, SC. JLL represented the previous landlord and the tenant.

Ahead of a formal agreement likely coming in the months ahead, Rock Hill City Council Monday gave initial approval to the Knowledge Park development plan.

Last week, New Jersey-based developer Sora-Phelps debuted its plan to turn Rock Hill’s 22-acre former bleachery site into a thriving historic district. The plan detailed $134 million in private investment and the hope for more than 1,000 new jobs in a mix of residential, office, retail and green space between Winthrop University and Dave Lyle Blvd.

“I’m not sure in my career that I’ve seen so many groups and business come together and see a project through,” said Andy Shene, chairman of the Knowledge Park Leadership Group. That group, formed of business, community and civic leaders, recommended Sora-Phelps to Rock Hill City Council.

Rock Hill City Manager David Vehaun says a master agreement is now in the works between the city and Sora-Phelps. That agreement is set to become public in the months ahead. Vehaun said expect a vote before city council in the next 60-90 days.

Work has begun on Wellmore at Tega Cay, a $35.5 million assisted living community at the corner of S.C. 160 and Stonecrest Boulevard.

When finished, the 12.5-acre site will have 152 housing units as well as a clubhouse with a dining hall and fitness room. The center will have a capacity of 210 people and will employ about 130 people. Construction is expected to take about 14 months with an anticipated opening in the summer of 2015.

Richard Conway, managing director for development of The Maxwell Group, said the site was chosen because of its location. Within a 5-mile radius of the site there are no similar facilities, Conway said. There are a significant number of possible tenants age 75 or older in the 5-mile radius as well as adult children ages 55 to 64.

The center, however, will serve York County and southern Mecklenburg County, he said.

‘Brand name’ Hotel Planned for Fort Mill

Fort Mill is getting another hotel, this time inside town limits. Last fall, the Fort Mill Times reported Warren Norman Co. would develop a six-story, 102-room Hampton Inn and Suites behind Lowe’s Home Improvement off Hwy. 160. That puts the hotel just outside Fort Mill town limits.

Now the company has plans for a second. “We have contracted with a second hotel,” said Ralph Norman, company president. Norman didn’t say which hotel brand is coming, but said it’s on “another site nearby” the Hampton Inn and will be in town limits. The second hotel will be “a little bit smaller” at 90 or so rooms. “It’ll be a national brand,” Norman said.

There are no other hotels or motels inside Fort Mill town limits.

Norman said his company will announce the name along with groundbreaking of the first hotel, likely within the next month.

An Indiana company plans a $31 million apartment community in an Indian Land business park that’s seen a lot of business and industrial activity lately.

The Sterling Group of Mishawaka, Ind., is building the 246-unit luxury apartment complex in Bailes Ridge on S.C. Highway 160 in northern Lancaster County. The Enclave at Bailes Ridge Apartment Homes will be built in 15 two- and three-story buildings on 21 acres.

“When we began research various markets across the country to develop in, a few selected markets, including Charlotte, N.C., continued to rise to the top,” John Ehrhardt, assistant vice president of Sterling Management, says in a news release about the project.

A group of upset Rock Hill residents hope a petition signed by more than 350 people will be enough to persuade city officials to stomp out plans for a Walmart neighborhood market at the corner of Celanese and Ebinport roads.

The city’s Planning Commission meets Tuesday night and is expected to vote on whether to allow Walmart to build a 41,000-square-foot grocery store on Celanese Road – one of Rock Hill’s busiest thoroughfares.

Walmart wants to build the market, a company-run gas station and other shops on about 14 acres between Ebinwood and Ebinport roads. The commercial buildings and a 217-space parking lot would face Celanese Road.

The retail giant’s neighborhood market stores focus primarily on grocery sales but include some hardware, pet products and a pharmacy. Walmart is calling the development “Celanese Station.”

Plans for a new Crescent Communities subdivision are on their way to Fort Mill Town Council for a vote.

Last week the town’s planning commission recommended approval for a plan to annex property on Suttonview Road. The commission gave the same vote to a concept plan and development conditions. Town Council will take its first look at the project next month.

Crescent Communities applied for annexation at 1999 Suttonview Road, a parcel of land totaling almost 282 acres. A 2005 planned development agreement with York County currently allows for office and light industrial uses with 40 percent open space, 40-foot buffers and a nature trail along the Catawba River.

Rock Hill’s Planning Commission heard concerns of residents Tuesday night about plans for a Walmart neighborhood market store on Celanese Road, near the Ebinport Road intersection.

About 60 people attended the public hearing; most who spoke said they were opposed to Walmart’s plan to build a 41,000-square-foot grocery store near their homes. Two people spoke in favor of the plan.

Planning Commission members did not vote on the issue Tuesday night.

The Walmart site developer is asking the city to rezone and annex into Rock Hill about 14 acres where the neighborhood market and other retail stores would be built.

Who knew “skyscraper” was a relative term?

Kuester Development Associates has started construction of its four-story Greens at Fort Mill, and yesterday the town is jokingly celebrated its first skyscraper. A quick glance around downtown Fort Mill during the groundbreaking ceremony reveals that the tallest competitors are two-stories in height.

The $8 million, 64-unit Greens at Fort Mill is Kuester’s largest project to date. Faison Kuester, the firm’s CEO, says similar projects would be infill developments in many other downtown areas in the Carolinas.

Kuester announced the 77,000-square-foot project at 114 Elliott St. in July. It’s being built on a 2.5-acre site within sight of Main and Tom Hall streets. Kuester expects the residents to start moving in in May.

Tega Cay Subdivision Approved

A plan for hundreds of homes at the long-time goat farm near Tega Cay is past its final hurdle.

Last week, York County Council gave final approval to a 61-acre rezoning at 2565 Hwy. 160 West. Applicant M/I Homes submitted a planned development proposal on behalf of three property owners. According to the county, Cameron Creek would include just more than 400 residences, about half single-family and half multi-family.

“Ultimately, we are pleased with the rezoning approval and that this is significant interim milestone within our overall due diligence efforts,” said Tamara Lynch, spokesperson for M/I Homes.

Cameron Creek will be the second company project along Hwy. 160 West, just outside of Tega Cay. The company broke ground at Hawk’s Creek this summer on what will be 159 home sites, all with three to five bedrooms and 2,000 or more square feet. Homes will range from about $260,000 to $340,000.

A smaller, neighborhood-sized Wal-Mart is coming to Rock Hill.

The Bentonville, Ark.-based company says the store will bring 80 full- and part-time jobs to a site located on Celanese Bypass, near the Harris Teeter.

Plans call for the store, which will be one-quarter of the size of a Wal-Mart Supercenter, to be open in late 2014, the company says.

The Wal-Mart Neighborhood Market has lots of grocery items and a deli section that has fresh pizza, sandwiches and rotisserie chicken. There’s also a pharmacy and areas in the store devoted to paper goods, pet products and hardware items.

In York County, Wal-Mart has four supercenter stores: at the Rock Hill Galleria mall, on S.C. Highway 274 in Newport, in York, in Lake Wylie and in Tega Cay.

Berkeley Capital Advisors has announced the sale of Cherry Road Shopping Center, a 78,890 SF Super BI-LO anchored center located in Rock Hill, South Carolina. The Cherry Road BI-LO is a well established retail property located in Rock Hill, South Carolina, less than a quarter of a mile west of Interstate 77. The Center is two miles east of Rock Hill and three miles from Winthrop University. The shopping center sits along Cherry Road (NC Highway 21), which is Rock Hill’s main retail corridor connecting downtown Rock Hill to Interstate 77. The 78,890 square-foot retail center is 97% leased and is anchored by Bi-Lo. No sales price was reported.

Rob Carter, Alex Quarrier, and David Webb of Berkeley Capital Advisors arranged the transaction.

On or about August 12, 2013, One Liberty entered into an agreement with DK Fort Mill LLC and DK Distribution LLC to purchase an approximately 700,000 square foot industrial facility located at 1850 Banks Road, Fort Mill, South Carolina for approximately $39 million ($55.71/sf). One Liberty anticipates that at least 50% of the purchase price will be financed with mortgage debt.

The property is leased until 2029 to Northern Tool & Equipment Company, Inc. and Northern Tool & Equipment Catalog Company, Inc. and serves as a principal distribution center for the tenants’ products, which include industrial grade and personal use power tools and equipment. The closing of this transaction is subject to customary closing conditions, including completion of a satisfactory due diligence review.
