Low Number of Tax Appeals Received in Orangeburg County

tax appealAbout 1,450 property assessment appeals have been submitted out of 65,000 taxable pieces of property countywide, Orangeburg County Assessor Jim McLean reported to county council on Monday. McLean said a 2 percent appeal rate is considered a low rate during a reassessment year.

Those who appealed their assessments will receive a corrected bill within a few weeks. If someone overpays their taxes, a refund will be made. The deadline to pay taxes remains Jan. 15.

The appeal period ends Dec. 29. Those who want to appeal are asked to submit a tax map number, reasons why the appeal is being made, the taxpayer’s assessment of the property’s value and a signature.  If you need assistance in appealing commercial property taxable values, please email dale.stigamier@IntegrityREA.com.

The Orangeburg County Assessor’s Office began mailing 2014 assessment notices the property owners on Sept. 30.

An assessment notice is being mailed to the primary owner of record, as of Dec. 31, 2013, on each of the approximately 65,000 parcels in the county.

Reassessment is the process of reappraising all taxable real estate within the county at its estimated value on Dec. 31 of the year prior to reassessment. Only real property is appraised during a reassessment.

State law mandates that each county appraise and equalize those properties under its jurisdiction every five years. Orangeburg County implemented reassessment programs in tax years 1998, 2003 and 2008. Orangeburg County Council delayed the 2013 program one year, which is allowed by state law.

Orangeburg City Council has given its final approval to the sale of a parcel of land for the development of a Walmart grocery store.

In a special called meeting Thursday morning, council gave third reading to an ordinance selling a 7.48-acre parcel for almost $1.3 million to Cypress Development for the purpose of building a Walmart Neighborhood Market. Now all that’s left is for both the city and Cypress to close the real estate transaction. A date has not been set for the closing.

City Administrator John Yow has said money from the sale will be spent on some downtown demolition efforts and other improvements within the city.

The parcel is located immediately behind CVS, with frontage on both U.S. Highway 301 and Stonewall Jackson Boulevard. Cypress plans to develop a 41,000-square-foot Neighborhood Market on the site. The markets are about one-quarter of the size of a typical Walmart Supercenter.

After an hour-long hearing, Orangeburg City Council decided Tuesday not to allow Walmart to build a grocery store on 7-1/2 acres on Columbia Road.

Councilwoman Liz Zimmerman Keitt asked the developers to “take a look at other places” that could be used for the investment, rather than a residential area.

With that, she offered a motion to uphold the city planning commission’s decision to deny a request to change the zoning on the parcel from A-2 multi-unit residential to B1 general business. Council unanimously approved it.

Development firm Cypress Equities announced in May that it planned to invest $20 million building two Walmart Neighborhood Market stores in the city. One would be on the Columbia Road site behind Palmetto Place Apartments, the other on a parcel zoned for business on Stonewall Jackson Boulevard.

The world’s largest retailer is planning to build two new grocery stores in Orangeburg, but at least one of the locations remains in question due to zoning concerns.

Walmart Stores Inc. announced Wednesday it is planning to construct Walmart Neighborhood Markets near the corner of U.S. 301 and Stonewall Jackson Boulevard and on a parcel of land between Columbia Road and Boulevard Street.

“We are interested in serving the community and bringing customers convenient, affordable shopping options, and we’re hopeful that the project can move forward,” Walmart spokeswoman Amanda Henneberg said.

“We will determine next steps once the process is completed,” she said.

Neighborhood Markets offer produce, meat and dairy products, bakery and deli items, household supplies, health and beauty aids and a pharmacy. The freestanding, 41,000-square-foot grocery stores are about a quarter of the size of the typical Walmart Supercenter.

Leaders of a Middle Eastern development company that purchased about 1,300 acres of land near Santee seven years ago for a mega industrial park met this week with Orangeburg County and S.C. Department of Transportation officials to finalize paperwork for the development of the Interstate 95-U.S. 301 interchange.

Jafza South Carolina LLC still plans to develop the acreage for an industrial and commercial development park, and company officials say the upgrade of the interchange is a key component to the project moving forward.

“Backed by Jafza’s experience in developing and managing industrial and logistics zones and the state’s commitment towards improved multimodal connectivity through ports, road and rail, we have a very positive project evolving in Santee,” said Salama Hareb, group CEO of Jafza and Economic Zones World, during a visit with Orangeburg County officials.

Dorchester County officials broke ground Monday morning on a future industrial site in St. George. Sen. John Matthews, D-Bowman, said the groundbreaking should be looked at as a “game changer” for the entire region, including Orangeburg County.

“We are trying to create seven Class-A industrial parks in upper Dorchester and lower Orangeburg County,” Matthews said. “This is the first one in Dorchester County.”

The Winding Woods Commerce Park is being developed at a 610-acre site at the corner of Winding Woods Road and U.S. Highway 78. Matthews described Winding Woods as “one of Dorchester County’s key business assets.”

“Infrastructure investment was the last major hurdle to overcome in this process and through efforts by many, we can now support businesses in this part of the county,” he said.

County residents can forego the usual controversy associated with property reassessment next year if Orangeburg County Council passes a new ordinance.

Set for first reading Monday, the proposed measure would put off the regular revision of property values for tax purposes until 2014. Council will meet in its chambers at the County Administrative Centre on Amelia Street beginning at 5:30 p.m.

Also up for consideration will be contracts to provide school resource officers to Orangeburg Consolidated School Districts 3, 4 and 5 for the 2012-2013 school year. Each school district pays the county to provide resource officers.

Orangeburg City Council has approved the purchase of a building for an aviation industry supplier locating in the area.

The agreement approved Tuesday involves the purchase of a speculative building at the Orangeburg County/City Industrial Park for $5.2 million. Attorney Jimmy Walsh told council closing on the structure was supposed to take place within the last two weeks.

“Originally, we were going to have a simultaneous closing with (building developer) Miller-Valentine,” Walsh said. “Right afterwards we would convey the building to GKN.” GKN requested the city delay closing, Walsh said. “In the meantime, Miller-Valentine requested that we go ahead and purchase the building even though we were not going to have an assignment date with GKN.”

Despite a sluggish economy and housing market, one developer is moving forward with his construction plans.

“I want to be a realist. I don’t know how long it will take and how many units we will ultimately do. We will let the market regain traction again, hopefully, and we will let the market dictate just how much we will do,” Lakewilde of Santee Property Manager Peter Nash said.

Nash says the approximately 388 acres off Old River Road between Elloree and Lone Star is prime real estate and is ready to move forward. “It really should be ready for the spring and first-quarter market,” he said.

Nash said he has received the first approval from state and local agencies to begin the project’s first phase. The first phase will include the construction of 39 units and about 27 acres. There will be seven two-acre lots, eight one-acre lots and 24 half-acre lots.

Dead leaves and a brown paper bag rest outside the entrance to the former Soprano’s restaurant at 1128 Russell St. A sign says it serves “A Meal You Can’t Refuse,” but a glance through the window shows the sign is mistaken.

Like its predecessors at the same location – El Rodeo’s and La Pasta Bistro Grill – Sopranos closed shortly after opening its doors. It’s the same further down Russell Street, where a “For Rent” sign hangs outside Sophisticated & Glamorous Fashions.

“Financing has been the main challenge,” Century 21 The Moore Group real estate agent Cal Bruner said. “A lot of franchise-type businesses and companies put a lot of their expansion plans on hold once the financial crisis started.

“We are getting more calls from them about different spaces and buildings. I am optimistic because the calls I have received since the first of the year have been a lot more than I received last year.”

Orangeburg County has received a federal grant to conduct a sustainability study of eastern Orangeburg County related to Jafza South Carolina LLC’s plans to build a 1,322-acre industrial park near Santee.

The Lower Savannah Council of Governments, in conjunction with the land-use consulting firm of Clarion Associates, will conduct what has been dubbed the Eastern Orangeburg County Sustainability Study.

The study will aim to provide the county with a “smart growth” plan, including planning and regulatory tools and a fiscal impact analysis that addresses the economic, environmental and community impacts of the Jafza project.

The study will look at the current culture of eastern Orangeburg County, plus its land use, land supply and transportation infrastructure. It will also project what the county will be like in the next 20 years.

Preliminary work is under way on a 16,000-square-foot building at Jafza South Carolina LLC’s 1,322-acre park near Santee.

Jafza plans to develop a logistics, manufacturing and distribution park at the site.

Phase 1 of the Jafza park consists of 47 acres on the west side of Interstate 95, next to the Santee Town Hall, and 76 acres on the east side of I-95, behind the Santee Outlet Mall.

To help create a “flagship building” for the project, Orangeburg County and Tri-County Electric Cooperative worked together to get Jafza a no-interest federal loan for the construction of the “Jafza Enterprise Center” on five acres bordering I-95.

As many as three tenants are expected to occupy the building, Drue Fitzgerald, Jafza USA business manager, said Thursday.

As Jafza South Carolina LLC plans for the construction of a new building at its 1,322-acre park in Santee, officials say they’re also preparing for bigger things to come.

Senior Vice President Clint Murphy says there’s been considerable interest in the company’s plans for a logistics, manufacturing and distribution park at the site.

“We have written numerous proposals for tenants to locate in our Phase 1,” he said. “Several of these proposals are still active and we remain optimistic that we can sign an agreement in 2011.”

Murphy said assuming an agreement is signed in 2011, a manufacturing facility typically takes a year to plan and construct.

Construction of a training building near Interstate 95 is one step closer to fruition thanks to agreements between Orangeburg County and several entities.

There were no comments during a public hearing Monday on an ordinance authorizing a deed-lease agreement between the county and Jafza South Carolina, LLC. Orangeburg County Administrator Bill Clark said second reading will take during a special called council meeting, which could be held Aug. 23.

Stephen McCrae Jr., Jafza’s attorney, said the company will deed five acres to the county for the development of the structure.

“At the same time, the county will lease that land back to Jafza with the responsibility on our part to construct a facility called The Training Center,” McCrae said. “The funding for the construction will be through Tri-County Electric Cooperative. It has some funds from Rural Economic Development Land Grant and other funding.
