Crescent: $100 Million Expansion of Inn at Palmetto Bluff Planned

Crescent Communities announced today an investment of more than $100 million to expand its prestigious Inn at Palmetto Bluff located in Bluffton, S.C. Crescent also announced that luxury hotel management company Montage Hotels & Resorts (“Montage”) will become the new operator of the expanded Inn, effective February 1, 2014, after which time the Inn will be marketed as The Inn at Palmetto Bluff, a Montage Resort.

The expansion will add 150 luxury rooms to the Inn’s 50 individual cottages – in a collection of buildings – and feature a destination spa and fitness center, meeting and special event facilities and expanded dining facilities for both guests and Palmetto Bluff property owners. In addition, Montage-branded residences will be on offer. Importantly, the expansion will preserve the nationally lauded Lowcountry aesthetic and hospitality of the existing Inn.

Crescent has assembled an expert team to lead the expansion project. The Athens Group – a hospitality industry leader known for its sustainable luxury resort developments – will serve as development partner, managing the expansion and leading a design team including world-renowned Hart Howerton, HKS Hill Glazier Studio and Wilson Associates.

The expansion and resulting growth in the surrounding community is estimated to have a positive fiscal impact of more than $500 million over the next 10 years.

A Casino for Hardeeville?

A coalition of investors, developers and local officials outlined plans Wednesday for an Indian casino and resort in Hardeeville they said could be under construction within two years.

The proposal was first pitched last month at a meeting of the Jasper County and city of Hardeeville councils. It would be within the Hilton Head Lakes development on U.S. 278 and include a 400-room luxury hotel.

The developers and their consultants say the project would create 4,700 jobs statewide — including 2,250 on-site — and bring in $92 million in wages, salaries and benefits to Jasper County. They estimate the development would attract about 4.3 million visitors annually.

But before those guests can arrive, the complex’s developers need to clear some big hurdles.

$150M Hardeeville Mixed Use Development Planned

A Hilton Head developer plans to invest $150 million in a mixed-use development in Hardeeville that once built out will employ about 600 people.

Gateway Development Partners and local officials from the city of Hardeeville and Jasper County announced plans Friday for a 300-acre, three-phase project called Gateway Crossing. The development is planned for a site off Interstate 95 at Exit 5 on Frontage Road and U.S. 17.

Charles Washington, director of operations/marketing sales for Gateway, said the majority of the land is owned by Gateway and that they hope to break ground by mid-2012 on the 413,000 square feet of commerical and residential space that will be built out in three phases over seven to eight years.

Washington said the project is a private-public partnership and that the city of Hardeeville and Jasper County officials have been instrumental in making the vision become reality.

A new dormitory under construction will allow the University of South Carolina Beaufort to house more of its growing student population on its Hilton Head Gateway Campus next fall.

The university also is negotiating the purchase of property that would let it begin offering student housing on the Historic Beaufort Campus later this year, said Doug Oblander, vice chancellor for student development.

USCB has grown by an average of 11 percent every year since it became accredited to grant baccalaureate degrees in 2004. The university now serves about 1,600 students on the two campuses.

As public debate rages about one developer’s plan to build a 280-acre shopping center and luxury outlet mall on S.C. 170, Jasper County is considering another developer’s plan to build a 222-acre, mixed-use commerce park a few miles up the road.

Land owners, who include several members of the Malphrus family, want to build the Lowcountry Commerce Park — which would include residential, commercial and light industrial space — at S.C. 170 and S.C. 462.

Hardeeville will not allow the developer of Tradition Hilton Head to continue work on the 4,500-acre residential and commercial project until it meets its obligations to the city, according to city attorney David Tedder.

City officials say Core Communities of South Carolina defaulted on its development agreement that obligates the company to pay $1 million toward a new fire station and $200,000 for city staff salaries.

New criticism of a proposed $400 million upscale outlet mall in Jasper County has surfaced that says the mall, which is poised to get $100 million in tax breaks, is a sham.

Pittsburgh-based Costa Land Co., which owns Hilton Head Villages in Bluffton, says the new mall’s developers have no intentions of putting up a high-end retail center off Interstate 95.

Costa contends Atlanta-based The Sembler Co. plans to build a huge discount mall on the 262-acre land strip it acquired near Hilton Head Island’s upscale retirement residential hub, Sun City.

The State Infrastructure Bank has agreed that the Jasper County Port Project is eligible for funding. That’s not the same as agreeing to fund the project, but lowcountry officials are optimistic that the $63 million will be allotted to aid the project, in the construction of a new exit on Interstate 95 and industrial warehouses near the new port. But the issue isn’t without a certain amount of tension. While the project will clearly benefit South Carolina, it’s just a stone’s throw from Georgia. Charleston officials are very aware of the competition between the existing Charleston port and the Savannah Port in Georgia. The Port of Savannah gained business from the Maersk shipping Company while the Charleston port lost part of the Danish company’s business, which had been its largest client.

Land has been cleared in Hardeeville for a building developers hope will help small businesses grow.

Developers of the Hardeeville/Jasper Small Business Enterprise Center, a private venture in Hardeeville’s industrial park area, are positioning it as a way for owners of new and existing businesses to lease space at below-market rates and receive down payment assistance to purchase their units after five years.

“As far as I know … there’s nothing like it in South Carolina,” said developer Stuart Rubin. “I’m sure once we get it up, there will be a lot of imitators.”

The Sembler Co., developer of the center planned for at least 1.5 million square feet, is considering changing how it brands the project to make it more upscale than previously planned, company president Jeff Fuqua said.

Hardeeville, which has annexed parts of the vast Sun City development in Jasper County, grew the fastest among South Carolina’s cities and towns last year, according to Census Bureau data released Wednesday.

In the Columbia area, the towns of Blythewood and Lexington posted some of the state’s biggest gains in 2008.

The state population overall grew 1.7 percent last year.

The bi-state commission charged with overseeing development of a new container port in Jasper County approved an amendment on Monday establishing benchmarks for the project.

For Georgia’s and South Carolina’s ports authorities to jointly build the terminal, Congress must first approve an interstate compact allowing the two state entities to go into business together. The timeline calls for submitting that application to Congress in September 2010.

The population boom hasn’t happened yet, but Ridgeland officials are laying the groundwork to expand its services when it does.

The Town Council last week chose a site for a new fire station, committed money to re-activate an old well and told town employees to pursue funding for a sewer project.

Ridgeland has grown from two square miles to 45 square miles over the past several years, said town administrator Jason Taylor.Its population has stayed between 2,500 and 3,000 people, but there are enough permitted developments waiting in the wings for the population to explode tenfold.
