Beaufort County Reassessment Notices Mailed

Reassessment notices for the 2013 tax year were mailed last week by the Beaufort County Assessor’s Office. These will include properties in Hilton Head Island, Bluffton, Daufuskie Island, Beaufort and all unincorporated areas of Beaufort County.

Appeals must be signed and either mailed or dropped off at any of the assessor’s three office’s in Beaufort, Bluffton, Hilton Head Island by Dec. 11. If the appeal isn’t received by the deadline, it will result in a waiver of the owner’s right of appeal for the current 2013 tax year.

Shopping Center Planned for Bluffton

A Georgia developer is planning a new shopping center in Bluffton that would contain several “big box” retail stores, according to a Beaufort County official.

“Bluffton Gateway” would be built on 66 acres of mostly undeveloped land near the intersection of U.S. 278 and Bluffton Road, county planning director Tony Criscitello said.

But before it can be built, the land must be cleared of contaminants from a former printing business.

The developer, Jaz 278 LLC of Roswell, Ga., appears close to signing a voluntary “non-responsible party” cleanup contract with the state to remove chemical solvents left from the defunct business at 34 Bluffton Road, according to the draft contract.

State inspectors found “various hazardous waste storage violations” at the former print shop in the late 1980s. Groundwater samples collected in 2007 detected the presence of chlorinated solvents that were “in excess of federal and state drinking water standards,” the contract says.

For many years, hospitals and health systems shied away from competing with each other directly. These days, however, as health systems face a need to grow and expand, most are willing to meet their competitors head on, often building facilities near another system’s hospital or outpatient building.

A case in point can be found in Bluffton, SC, where Rendina Cos., a healthcare real estate and development firm situated in Jupiter, FL, recently broke ground on a $16 million, 60,000 square foot outpatient facility that will offer services ranging from orthopedics to breast health.

The two-story outpatient center, known as Bluffton Medical Campus, will carry the flag of Hilton Head Regional Healthcare, whose hospital, the 93-bed Hilton Head Regional Medical Center, is about 10 miles to the east on Hilton Head Island. Rendina found and acquired the site as a strategic location for Hilton Head Regional, a subsidiary of Dallas-based Tenet Healthcare Corp.

Developer Drops Bluffton Golf Campus Project

Hope Ventures LLC, the developer for the proposed junior golf and tennis academies campus at Old Carolina in Bluffton, has pulled the plug on its contract with the property owner, DJM Properties.

But the projected $12 million project to consolidate operations and programs of the Junior Sports Corp., including its Heritage Academy private school for tennis and golf students, will find a new home in Bluffton or on Hilton Head Island, Peter Orrell, CEO of Junior Sports Corp. on Hilton Head, said Friday.

Hope Ventures LLC had applied for a land-use zoning change and a master plan change from the Town of Bluffton that was needed to allow the commercial redevelopment of 23.5 acres at the Old Carolina Golf Club on Buck Island Road.

Hilton Head Area Home Sales Rise

The Hilton Head Island area stretched its lead over all other regions in South Carolina in 2011 home sales compared to 2010, according to S.C. Realtors.

Local sales of homes, condos and villas in October rose 37 percent over the same period last year, to a total of 220. Year-to-date in 2011, sales are up 8.2 percent in the Hilton Head area, while the state, on average, saw a 3 percent decline.

The Beaufort area has sold exactly the same amount of homes year-to-date, 828, as it had through the first 10 months in 2010.

The Parker Cos. plan to open two new convenience stores in the Bluffton area. The stores will be at 1286 Fording Island Road, just east of Tanger Outlet Center 1, and at 2 Gateway Village, in front of Home Depot.

There are already two Parker’s locations in southern Beaufort County: 9227 Evan Way and 469 Buckwalter Place.

The real estate business chugged toward recovery last year in both the Hilton Head Island and Beaufort areas, according to statistics and Realtors.

Home, condo and villa sales increased 16.1 percent to 2,486 in the Hilton Head area and by 21.7 percent to 963 in the Beaufort area compared to 2009, the South Carolina Realtors recently reported.

Those are the best marks of any of the 15 markets tracked by the state association.

Only seven markets recorded more sales in 2010 than 2009. Overall, state sales were up 0.2 percent.

The increasing local sales volume has area Realtors encouraged the recession’s effects are receding from South Carolina’s coast.

A new dormitory under construction will allow the University of South Carolina Beaufort to house more of its growing student population on its Hilton Head Gateway Campus next fall.

The university also is negotiating the purchase of property that would let it begin offering student housing on the Historic Beaufort Campus later this year, said Doug Oblander, vice chancellor for student development.

USCB has grown by an average of 11 percent every year since it became accredited to grant baccalaureate degrees in 2004. The university now serves about 1,600 students on the two campuses.

Developers plan to build a $7 million family entertainment complex, including a 24-lane bowling center, at Bluffton’s Buckwalter Place.

The bowling center — featuring electronic scoring, online lane reservations and video and lighting effects — is planned as the featured attraction of the Bluffton Family Entertainment Center, officials with 2G Business Development and Buckwalter Place announced late Tuesday.

The center will be located on Innovation Drive in the 94-acre mixed-use development and will include a restaurant, sports lounge, snack bar, several party/conference rooms, a courtyard with outdoor seating and a game arcade.

The rebuilt shopping center on U.S. 278 in greater Bluffton will include at least two new stores, Saks Fifth Avenue OFF 5th and Levi’s, according to Tanger Factory Outlet Center officials.

New restaurants expected are Panera Bread, Olive Garden and LongHorn Steakhouse. Beaufort County is considering their building plans.

Returning occupants include Brooks Brothers, The Children’s Place, J. Crew and Jockey. Most moved to The Mall at Shelter Cove on Hilton Head Island before demolition of the old center began in January. Jockey moved to Hilton Head Village in greater Bluffton.

Home sales fell behind last year’s pace across much of South Carolina in July, but the Hilton Head Island and Beaufort areas bucked the trend.

The two local markets were among only three in the state where more homes sold in July than during the same month a year ago, according to the latest figures from the S.C. Realtors association. The other was the southern Midlands area.

Several local agents said the Lowcountry hasn’t suffered as much as some places from the winding down of a federal tax credit for first-time homebuyers.

Developers want Jasper County to buy 181 acres at the Point South exit on Interstate 95 to help build a mixed-use development featuring affordable housing.

The development near Exit 33 would include 400 to 500 units in a mix of single-family housing for sale and rent, apartments and senior housing, county officials and developers say. The development also would include shops, offices and restaurants.

The land, known as the Frampton Tract, is listed for sale for $4 million on the Zinn Asset Management Corp. website.

More than one-fourth of the region’s apartments have been built in the past four years pushing the vacancy rate ever higher. However, during the past year, the development pipeline slowed considerably allowing the vacancy rate to begin to recover from 13.7% as of July 2009 to 12% as of July 2010. Demand was at its highest level in over six years, which also made a significant impact.

The market added over 800 new units in the past year and only two communities are currently under construction in the region. There are four additional proposed projects, however, developers have put many of these on hold until market conditions improve. The Bluffton and Savannah-West submarkets have been the most active in terms of new development. Many communities continue to offer concession in reaction to higher vacancy rates. Same-store rents fell again last year resulting in a lower overall average rent of $778.

“The lack of new development will allow the vacancy rate to continue to improve into the coming year, however, long term recovery will be dependent on how quickly the overall economy rebounds from the economic downturn” reports Kelly Reddecliff, a multi-family analyst at Real Data.

The town of Bluffton’s population has grown at a more vigorous clip since 2000 than any other state municipality, but that growth is slowing, according to data released earlier this week by the U.S. Census.

The city of Hardeeville also is among the state’s fastest-growing areas, but populations in the city of Beaufort and the town of Ridgeland have declined a bit, according to the census’ annual population estimate.

That report uses state data — including birth and death records and tax returns — to provide a snapshot of population trends in incorporated areas. The estimates capture figures as of July 1 of each year since 2000, using modified figures from the 2000 census as a base.
