Shelter Cove Theater Plan Still Taking Shape

If the plan for a 12-screen movie theater at The Mall at Shelter Cove were a movie, it would still be in development.

“Development” is that stage where the script is still being molded and shaped.
That’s more or less the stage where representatives of the mall and the Town of Hilton Head Island find themselves.

Chester Williams, the attorney representing mall owner Petrie Ross Ventures, recently submitted a draft of a development agreement to town planning and legal staff for review.
The plan reflects the wishes of Town Council, which voted 4-3 in June to allow the developer to work with town staff on plans for the theater, both sides said.

Some of the provisions demanded by the council include paying fees to the Beaufort County School District, building a parking lot on 2.7 acres behind the mall that the town could use for special events, and allocating at least 5,000 square feet of rent-free space in the mall for a community nonprofit group.

Neither the town nor mall representatives would provide a copy of the draft plan late this week. Neither had a timetable for taking the plan to town boards.
